Incompetent, inefficient, security concerns, liability

Companies that use HireRight make themselves look less legitimate. Why would they use such an incompetent outsourcing service that places sensitive information at risk? Why are they asking for tax returns (which are kept unencrypted on some database after the verification) and pay stubs that most do not keep? HireRight doesn't actually seem to be doing much, and their results can be inaccurate given what I've gotten.
There's other, better evidence than anecdotal complaints. They've run into trouble with the FTC in the past (which you can Google), and they are not BBB accredited as of 2017.
